As artificial intelligence (AI) advances at an astonishing pace, human development is not automatically keeping up. The 2025 Human Development Report, titled “A Matter of Choice: People and Possibilities in the Age of AI”, asks a critical question: Will AI serve humanity—or will we adapt to AI?
The report shows that progress in the global Human Development Index (HDI) has slowed in recent years and even regressed in some areas.
In the new world shaped by AI, development now depends not only on technological capabilities but also on human-centered choices.
The report emphasizes that a human-centered approach to artificial intelligence can open up entirely new avenues for development in education, health, and the workforce.
The report highlights three key calls to action:
– We must build economies where people and AI can collaborate rather than compete.
– AI must be governed with a human-centered approach from its design to its deployment.
– We need to invest in education, health, and skills so people can thrive in the age of AI.
